I setup some IPM definitions on a newly deployed router that should be generating RTTMON traps to our CIC server but I am not receiving any such traps. The router config has the following command for sending these traps

snmp-server host <cic address> version v1 <trapcomm> ipsla ds3 event-manager

is ipsla correct here ? if so, is it refering to traps defined in the cisco-rttmon-mib ?

That is correct. The ipsla keyword refers to traps from the CISCO-RTTMON-MIB. Make sure you have configured your IP SLA triggers correctly, and that thresholds are being violated.
