The first thing to check is that your speed and duplex matches on each end of the link , if one end is hardcoded the other end must be hardcoded also , if auto then the other end must be auto for speed and duplex.
it might be a bad cable. try to replace it with a new one, clear counters on the interface and see if problem is solved. if not, try to hard code speed and duplex settings as per grant.
