I have an operational need to have a server listening for L2 broadcasts on each of my 40+ VLANs.

Is there anyway to do a span of all these VLANs so that I can have one server listen to all L2 broadcasts from every VLAN?

Easiest and cleanest way would be to see if your server NIC supports 802.1q and if it does create a trunk link from the server to the switch and allow all 40 vlans on that trunk link.
