I have a customer on CM 4.3 and they want to split a division off into a new company. The new company is purchasing CUCM-BE, but want to move their phone licenses to save money. How would that work?

Hi Curtis,
Good question! Because the CCM 4.x version "licensing" is honor based there are no actual DLU's to move. You will have to determine what/how many of the various IP Phone models you will be moving to the new company. Use the License Unit Calculator (attached) to come up with the Total DLU Value that is being transferred.
Work with your Cisco SE and;
to create the new license file based on the mac of the new CUCM-BE box with the applicable number of DLU's that equal the totals from the phones that are moving.

I'm not sure if that is possible. Your best bet would be to email licensing@cisco.com to see if they would be willing to split your licenses.
