Hi.
Is it possible to connect between two IP phones, Back to Back without using a call manager or call manager express with only a cross cable?

No it is not, the IP phones themselves have no intelligance to operate on their own, you need a control agent i.e. CallManager, SIP Proxy, etc.

In theory, you could connect two SIP phones together and dial by URL. I've never tried this, but you may be able to get it to work. SCCP would not work.

It depends on the type of phone. Most (all?) SIP phones can do this.
2 phones with cross over cable.. that reminds me of two tin cans and a string ;)
