Setting up additional languages in Unity or Connection

I have a requirement to setup TTY for external Hearing Impaired clients. I read the languages section in Unity and to setup TTY it said to install ENX language pack. How do I do that? I have 3 supported languages, do I have to get the CD's again and load the language pack? The documentation is not very clear on how to do this.
