I see that fax can send normal 2-3 pages. But not more.

FAX is VG224 configured as SCCP.

What Can I do to do some tuning for increase number of pages that users can send?

Sure it's normal, you can send as many pages as you want. SCCP does not play very well with faxing, my suggestion would be to use MGCP or H323 for them. Also, ensure your egress voice gateway is configured properly, i.e. consistent faxing protocol is used throughout your environment, i.e. passthrough, relay, etc.
