If all you have is the SNMP read-only community string, you cannot get the configuration. You must have one of either the SNMP read-write community string, or the ability to login via telnet or SSH, and get enabled.
If you configure those credentials under Common Services > Device and Credentials > Device Management, then RME will be able to download and archive the configuration from the router.
