I receieved a CUCM 7.0 quote and the vendor included CUCMS-EVAL-K9 software.
I believe this is a trial edition of Cisco Unified Communications Management Suite.
Question - is the CUCMS required for moves, adds, changes, fault management, and monitoring of system performance? Or does the system have management software buit in?

I think CUCMS is a management suite that includes
Cisco Unified Provisioning Manager
Cisco Unified Operations Manager
Cisco Unified Service Monitor
Cisco Unified Service Statistics Manager
These are not required for making adds, moves or changes, you can do that through the CallManager administration. This is for advanced fault management and monitoring but you can do a lot of that with Real time monitoring tool which is included free with CallManager.
There are not required at all, but if you have budget, then they are worth looking into and the evaluation is a good start to see what you get.
