H323-gateway question?

Can I establish two H323-gateway above the same voice gateway(one device)?

I have this problem too.

Could you provide more details on what you exactly are trying to achieve? Partitioning - virtual h323 gateways that are maintained independently by different entities?

Or maybe you'd like to have 2 IP addresses to receive the call via H.323? if this is the question, based on my knowledge, the answer is NO.

H.323 is binded to one interface only: calls can flow via any interface but destination is always the same. you even have the power to force the ip address signaling gateway using the bind address command. please check the following link:
