I have two dial-peers configured that are similar except length of number.
dial-peer voice 5500 voip
destination pattern 55..
dial-peer voice 555 pots
destination pattern 555....
As soon as the number matches a dial peer, it ignores the remaining digits dialed. So when I dial 5551234, it sees a match to 55.. and it only dials 5551 and drops 234. What am I doing wrong? How do I get it to wait until all digits are received before choosing dial-peer?

Because of the overlap your only alternative would be 555T

An IOS gateway will route a call as soon as it has a match. This is different from CUCM, and as mentioned you will need to add a DTMF timeout with the T keyword.
