Corporate Directory does not show up for a few users

Unanswered Question

I have a CCM 4.1.3 with about 1500 users and for 3 users - when they hit the Directories button, they see Missed/Received/Placed calls but they do not see the Corporate Directory.

There are no directory urls specified on these phones, they are going by the Enterprise parameters.

when the phone does not show directories, I could browse to the phone and under the Network configuration - I could see the correct URL.

Resetting the phone fixed it but I want to know why this happens.
