Not completely sure what you are asking but I'll take a shot.

6500 does all/most of it's packet switching in hardware with some exceptions. So, the cpu should be below ~20%+ (could be higher but should be no more than 50% at a sustained period) unless the RP is processing packet due to the exception I mentioned earlier.

Show proc cpu would show you the total cpu and the utilization of each process.
