Is there are way to allow a single user access to certain sites?

Yes you can able to do it but you need administration access. Administrators can customize the web page that appears to users for blocked, filtered, infected, or prohibited URLs. Customization includes the company logo and the security policy statement.

Basically, I have a user that needs access to two specific websites. How do I give that user access to those sites without opening her up to the internet completely.
I see in the URL Filtering Exceptions where you can specify approved IP addresses to be excluded from the filtering rules, but I don't see a way to allow just a few specific sites for one user.
