UC7 LDAP sync - What if Users in AD OU exceed UC licenses?

If I set up Unity Connection 7 to perform an LDAP sync off of AD, and the # of AD users in that OU exceed the number of CUWL UC licesnes I have, is there a way to select which users to apply the licenses for?

(My customer's AD users are ALL listed under one OU, and we are only converting one campus, or about 1/10th of their employees and only have CUWL licenses for that many, currently).

There are actually two steps:

1) Synchronization

2) Import

You control which user can have a voicemail box in step 2.
