Hi,
I have a new CCM 6.1 server and we are not able to dial any extensions that start with 3,4,5,6,7,8 or 9. When you press the any of these keys you hear "Your call cannot be completed as Dialed..". Extensions that start with a 1 or a 2 are fine. What am I missing? I have tried creating a route pattern of 9XXX for example and that did not solve it either.

dial plan issues, check the whole dial plan DNs, CSS and partitions to make sure all is configured properly. check all the unassigned DNs

This happens when there is a fresh install,
Need to check dial plan, create a translation pattern, and correct the called party transform mask
