VM to UM and mailboxes

We are migrating from Unity 5x Voicmail Only to Unity 5x Unified Messaging (with Exchange) 5x.

I'm have some Unity 5x Voicemail Only users that don't have an Outlook/Exchange mailbox.

I don't want to burn an Exchange CAL for these voicemail only mailboxes, so I'm trying to understand what options we might have under Unity Unified Messaging (with Exchange 5x)

Can I use Internet Subscribers or something else to provide them with voicemail.

Mixed Mode?

I need to read up on this Unity 5x Mixed Mode and what it can do. Looks like I point voicemail only to the old existing Unity Voicemail Off Box Message Store and then Unified users to production Outlook/Exchange.

I've never done this, I'll read up later today.
