this is my config on 2801 i am running 12.4(15)t7 ios and i get a busy tone whenever i dial a number ending with # and i hav already checked the phone line its alright.

If dial peer 3 is supposed to be your PSTN connectivity, they probably don't like the 9.

Try configuring an outgoing translation profile to strip the 9.
