Agent going to Reserved mode

I have a user that keeps going into “Reserve” .when the user logs on and clicks the ready icon, the bottom of the screen says “Reserved Partial Service”

we are running UCCX 4.5(2)

how can I solve this issue

I know that an agent can get stuck in Reserved when a script use Select Resource with Connect set to 'no' and the script never connects the call to the agent, but I don't know about the "Partial Service" portion. Are you using CAD or IPPA? Is there a firewall between the agent and the IPCC server?
