Can't see or format ata 64mb flash

We are trying to convert a sup2/msfc2 from hybrid to native. However, we are getting trouble trying to format the 64mb card which we need because it's big enough to hold the ios. I'm pretty sure this flash was formatted on a native ios. Note that we are able to format and view a 24mb flash.

This is what we have:

This is the error:

Maybe if we can find a native IOS that's less then 24 mb so we can use that to convert from hybrid to native. After that, we can then possibly format the 64mb card and upgrade the IOS? Does anyone know the smallest native IOS we can use?

This was solved by using a small file size ios c6sup22-js-mz.121-23.E4.bin
