We currently have bandwdith congestion on many of our WAN links.

Once a link utilization reaches 90%, I want to start dropping traffic.

How can I create an MQC to drop any host traffic that is using more that 10% once the curcuit hits the 90% ceiling? I want to have one simple MQC template to apply to different interface speeds (ie T1, T3, etc.). Thanks in advance.
