This is not possible. While it is possible to get an email when Discovery runs (under Discovery Settings > Global Settings), you cannot configure DCR to send an email on every device addition.

There is, however, an audit log which keeps track of all DCR additions and deletions. The report can be found under Common Services > Device and Credentials > Reports > Audit Report.
