TAPS on windows + Cisco Unified 7.0 + CRS ?

hello,

i want to install taps on a windows server.i donload it from CU 7.0 . but when i tried to install it, it ask me to in stall CRS CRS.?

Please could someone help me.

and i want know how to activate the licences for the CU 7.0?*
