Cisco Border Element and licensing

Does the CUBE (Cisco Border Element) configuration work without the license installed? Is it possible to configure SIP/CUBE and get working before the license shows up?

The license for CUBE for the time being is paper only. It is on the roadmap to make this an enforced license in the future, however. The only license enforced in IOS is the gatekeeper license (which works for 60 days before it shuts down).
