I am having an issue with an ATA. If we initiate a fax transmission to an fax machine that is connected to an ATA internally fax is trasmited just fine, but if we try to fax something to the fax machine that is connected to the ATA via pstn, all it does is ring and ring and ring, sometimes the fax machine will answer and the fax transmision its initiated just fine but this is one an a million tries.
I have checked the vg config, the mgcp config of the same vg in ucm.
I have test that the call is passed correctly from the pstn to the ATA, because you can see that the channel is allocated correctly, I can see the ring back signal from the ATA, so I know the ATA is working fine, its just that when the fax machine goes off hook, the off hook message is never understood by the vg, so it continues to ring and ring, but this issue is only reproduced when calling via pstn, but dialing internally via mpls the fax machine would answer the call as suppose to, so I have checked my mgcp bindings, ccm l3 bindings, removed and add some mgcp commands in my config etc,
here part of my config
ccm-manager fallback-mgcp
ccm-manager redundant-host x.x.x.1
ccm-manager mgcp
ccm-manager music-on-hold

Did you solve this problem somehow? I am facing exactly the same problem here.

I never specify the fax rate in the mgcp config, but rather do it in the ATA config file if I need to customize it.
Give that a whirl.
Also, you didn't say what model of gateway, IOS and version, etc.
