Intermittment Fast Busy/Ringing on IPCC RP & Ports

New deployment of IPCC Express 4.0(5a)sr2 and CM 4.1(3)sr6. All IPCC systems are in service and all ports (cti and route points) are registered. Sporadically, during testing, when the RP is dialed, I can see the call being handed to a port in the Call Control Group, but either we will get a fast busy or it will just ring. When we hangup and dial back, the trigger works and the script executes.

Any suggestions as to what the problem might be or what traces to enable to capture the problem?

I don't think this is it. We are running Express, not enterprise and there are lots of ports available ... this isn't in production yet so it is only two testers that are calling the IPCC. Thanks.

Have you been able to resolve this? We are running into the same issue with one of our IPCC express servers. We are also running version 4.05sr2 for IPCC but we are using 4.2.3 callmanager.
