IPM allows me to set DSCP drop down 0-63 The operation I built has DSCP set to 46 (voice)
When I check the conf of my operation in the router the TOS parameter is coming back as 0xB8 = dec 184
When I manually set the conf to 46 it comes back as 2E = 46.
What am I doing wrong and where am I doing it?

I'm not too familiar with IPM but the values you posted are correct.
In Hex the 0xB8 and Decimal 184 the value is the same as EF (Expedited Forwarding)
In hex 2E in decimal is 46 in which that is the configured DSCP value.
EF/46 is a common setting for VoIP. I would say that what you have is correct.

IPM looks like it converts DSCP to TOS (priority que)when submitting the conf to the source router. And since the line in the config says "Type of Service parameters" I am betting all of our configs also need to reflect TOS (184)(0xB8) not DSCP (46)(2E)

I think that is the way to go by configuring the ToS field.
