EAP messages exhange, who intitiate it peer or authenticator?

Hi every body!


The above link says:

" Note that the EAPOL-Start message is only used if the supplicant initiates the exchange. The authenticator can notice link status has changed, and just jump right in with the EAP exchange."

The following link says


"In an authenticator-initiated port authorization, a client is powered up or plugs into the port, and the authenticator port sends an Extensible Authentication Protocol (EAP) PDU to the supplicant requesting the identification of the supplicant.

The question is can we configure client to initiate the EAP messages ? Can we configure the authenticator to initiate the EAP messages exchange?
