Policy-map control webpage

dear all,

please advice as i am thinking on limiting some of the bandwidth usage of users by reducing their "happy website" surfing speed.

i have made some config on a test router as follows;

fyi, i have taken it from the following link (http://www.ciscoblog.com/archives/routing/qos/)

my questions;

1) will it work as the "class other" do not have bandwidth configured or do i need to setup to default?

2)the user-download policy will be applied to Fastethernet 0/1, but on the interface we have rate-limit confgured. does it conflict in any way?

please advice/experience that can be shared.
