This voip peer is not working..

What would cause that disconnect text?

take a trace on 10.60.200.25 to find out.

Destination is out of order. The number dialed is a working number, but the span is not active.
at least that's for a PSTN call
when coming from VOiP it's almost the same as disconnect cause 3
No route to the destination. The dialed number is in the routing plan, but there is no physical route to the destination. The most likely cause of this is that the PRI D-channel is down, or the span or WAN is not connected correctly.
I've seen this when having 2 servers one froze and got unresponsive and there is no a higher higher preference dial peer to other server
