We have a CUCM publisher and 2 subscribers. Can we connect a unique fixed audio source to each of the 3 servers and configure the phones to play one of these 3 depending upon which Media Resource Group List they are in? Or, are we limited to 1 fixed audio source for the entire CUCM cluster?

Yes, if you setup the MOH as multicast, the loop will play continuously and phones will join the multicast at a random point when put on hold.

You can only have one fixed audio source per cluster. See the link below which says:
"For each cluster, you may define up to 50 audio sources from files as well as one fixed audio source."

Thanks. 1 more question:
We provide a shared tenant service. We currently have the one fixed audio source assigned to a single client. If we use another audio source for the other customers, is there a way to use a looping file with a random start position? Currently the file starts at the beginning every time and clients complain that they hear the same thing consistently.
