CISCO 3845 PoE Troubleshooting help

I have a 3845 with a WIC-D-9ESW-POE module. I had a CISCO VoIP phone configured to fa 0/1/0 and it stopped working. I currently have an amber light constantly lit on fa 0/1/p without anything connected and with or without the por being shutdown. I have also tried my VoIP phone on other ports of this same router and it does not power up. I have reset the router and powered it off and back on with no change. I am suspecting the power daughter board to be defective but am wondering if there is a precise test method I can perform to verify this. Can I check a voltage on the ethernet cable and if so what pin and what voltage should I have. Also is there a command I can execute to try and reset the power problem.

Try Reseating the module again and if it doesnt help raise an RMA with Cisco
