Two different Ethernet modules in a 2811

Wondering if anyone has this working / if it's possible to do...

At remote sites, we have a 2811 with the 16 port Ethernet network module (NM-16ESW) for LAN connectivity. In a few cases there's a need for just a couple of additional ports. One thought was to add the 4 port WIC (WIC-4ESW) to the router; however upon doing so, devices off the original 16 become unreachable. All the ports are recognized in the config, all set to the same Vlan (and it needs to be that way - ie. don't want two segments that have to be routed). Note: If you plug a device into the 4port switch, those do work.

Essentially it's appearing the two ethernet modules operate as separate switches as a result. So the question is, is there a config to change that behavior that is being overlooked, or short of putting a cross-over cable physically between the two modules (which eats up a port on each) can it not be accomplished?
