26xx Router Does Not Save Configuration

Everytime I reboot the router it goes back to the standard "Do you want to enter initial configuration?" even after I do a write mem, copy run start.

check sh ver command and see the config register i think shd be 0X2102. I think it is set to 0x2142 where it bypass startupconifg
