customer complain when call from branch1 to HQ, it drop after 2 times dial tone. But is working fine when HQ call to branch1. And it also working fine when branch1 call to other branches. What step we take to isolate the problem? and what is the most possible that cause this problem?

When you call from HQ to branch is there a gateway involved? Or are both phones registered to the same CUCM?

ya, the router act as gateway. The design is like this:
phone---PABX---Router--- (IPVPN_cloud) ---Router---PABX---phone

Sounds like you would need to run debugs on the two routers connected to the PBXs. This would depend on the connections to the PBXs and the VoIP protocol. There are a lot of potential issues here, and it's hard to speculate what they may be.
