I'm looking for RMON guideline to configure alarm. I need to monitor interface errors.
Where can I find guideline to correctly set rising-threshold and falling-threshold ?

Examples for rising and falling thresholds are mentioned in those documents. For example, to set a rising threshold of 3 input errors on an interface, and a falling threshold of 1, you could do:
rmon alarm 1 ifInErrors.1 60 delta rising-threshold 3 1 falling-threshold 1 2 owner config
rmon event 1 trap public
rmon event 2 trap public
