FXO to Valcom 9964

I configured a FXO trunk port to a Valcom 9964 feedback eliminator. When I dial the route pattern associated with the FXO port on the Gateway there is about a second delay then I recieve a fast busy tone. If I sh call active voice compact I see the following...

462 ORG T22 g711ulaw VOIP P 10.82.4.95:21720

461 ORG T22 g711ulaw TELE P

464 ORG T0 g711ulaw VOIP P 0.0.0.0:0

463 ORG T0 None TELE P

The 0.0.0.0:0 call is the FXO. If I watch that port it just blinks green for a split second then turns off.

Any ideas?

Please explain the physical topology in more detail, and take "debug vpm signal" with "term mon" for the failed call.
