Call handler question

I have another UCON 7 question. I am probably missing parameter somewhere, I am hairpining some calls in UCON in order to simply provide answer supervision, so for example a call may arrive on one call handler, which transfers it to an extension that is a valid DN on CM, i.e. AC pilot, so for example call arrives on 1000 and is transferred to extension 1001. This worked fine on UCON 1.2, but after upgrading to 7.0 the call is always going to the after greeting option even though the transfer rule specifies the extension. If works fine when I apply this CH as an option for input on a user, but if I dial it directly from IP phone (1000 is forwarded to VM) it always fails. Can someone point me in the right direction to get this to work as I expect it?
