Unity 4.2 server consolidation/upgrade

We have 3 sites, 2 Unity 4.2 w/failover and 1 Exchange 2003 servers for each site. All 3 sites are in the same domain.

We need to consolidate and upgrade all Unity 4.2 servers to 1 Unity 7 enable to support and partner with 1 Exchange 2007.

We have two consolidation plans:

1. Consolidate Unity 4.2 by migrating all users to 1 Unity 4.2 server, upgrade to Unity 7, then change partnership to Exchange 2007?

2. Upgrade all Unity 4.2 servers to Unity 7, consolidate Unity, then change partnership to Exchange 2007?

Which one of the two would be the best course of action, if possible.

in my opinion it's easier to use plan 1.

that way you can fix anything about permissions, moving subscribers, etc in 4 before dealing with the new version after the upgrade and trying to fix them in the new version
