We have ccm6, i used also MEIPS as billing server.The problem is when ip phone that has privilege to initiate external call do outbound call, and transfer it to another ip phone that is supposed to have 0 in his budget (Without privilege). the cost of the communication is taked away from the budget of the phone whose the cost is 0 (CSS_internal).
