i want to have an clear answer about which one is more powerful to be position as the Internet gateway to handle full internet routing and peer with alot of internet service provider
to acheive the best performance/powerful and the lowest utilization CPU and
memory. RSP-7203CXL OR PRP2 .

My personal opinion, I'd op for RSP-720-3CXL.

The CPU alone isn't a factor here. PRP2 is supported under the XR12000 chassis while RSP-720 3CXL is supported under the 7600. That's a clear disadvantage and positions PRP2 as the winner.

please is the PRP2 with 12406 not XR12406 will give the same result.
i mean is there is performance degration if we use normal IOS not XR IOS in the 12400 router.
also is the 12406 with normal IOS not XR will be also fully distributed cef.

Hello Ahmed,
Cisco 12000 has been totally distributed CEF since its design so there is no difference in the fowarding operations between IOS and IOS XR: I've tested GSRs with IOS and they are totally distributed.
This has also some disadvantages: SW features are linecard dependent but for the performance this is the best design.
