Has anyone ever heard of or know if there is a way to integrate a 7921 wireless phone into a Nortel Norstar ICS?

Sure, buy UC Manager and a gateway (Cisco ISR 28xx for example) with a VWIC2-1MFT-T1E1 for T1 CAS (or preferably a qsig if supported) connectivity.
This is in addition to a reliable, controller based (to support fast roaming), wireless infrastructure that was surveyed and deployed for voice.

Actually, you could use just the gateway if you bought Call Manager Express (CME) licenses for it. All depends on sizing requirements.
