for testing or lab purposes, can we install communications manager 7.x on a non compliant server?

assuming you find your way around to tricking the HW detection program to allow the install on an actual HW server that does not comply on the exact specs the detection program looks for and exclusively for lab purposes then go ahead, of course we won't support you.

the best way is as David mentions, go VMware

Go the VMWare route and you're good to go for lab purposes.
