1. shutdown/no shutdown under interface configuration mode
2. debug is allowed in the lab

Its like you dont get my question. What i intend to do for example is to shut down telnet (23) access and other unused port on an interface f0/1. What do I do.

Hello Just,
now it is more clear if you want to block some traffic you can use an ACL on the interface.
if you are interested in security features to secure a router you should look for receive ACL, Control plane policing CoPP and starting from acls used to limit access to vty lines (access-class under line vty )
look for network devices hardening

edit:
1) default interface type x/y
can be very useful to clear the config of an interface and to reset it to defaults
