We are using CCM version 6.1. I called IP phone to IP phone and when i put on hold, MOH is not playing. MOH is playing when the PSTN calls are put on hold. Deactivated and reactivated MOH service.
please check your phone configuration to have the required MRGL, also check if it apply to all your phones in your network, if not so it will be a configuration issue in your phone,
Also please confirm that the pstn can hear music or not
