You cannot access Management interface from other subnets.

The management interface is mainly used for out-of-band management and is only

accessible from subnets/network connected to the managmeent-interface or when you go through

another router to get to the management interface (but not through another ASA

interface -- your case).

If you want to access ASA using inside interface then you need to enable ssh on inside interface.
