hi, there.

We have a remote site which has around 10 isolated tiny buildings, one of them has SM optical fiber back to backbone 5km away.

there is NO any physical structure to inter-connect those tiny building together, no copper, no optical fibre whatsoever, and each building would require just <5 IP & Voice connections, so what would be the cost effective and technology-proof solution? thanks.

our last resort is to lay optical fiber which would be very expensive.

You can use the Outdoor Access point configuration. Follow the configuration guide

http://www.cisco.com/en/US/docs/wireless/access_point/1300/12.3_4_JA/configuration/guide/o13ovrv.html

You actually have several options. 1300 series and 1400 series bridges in point to multipoint mode or 1520 series MESH APs with a point to multipoint configuration and ethernet bridging turned on. If all you need is bridging then I would suggest the 1400 series. If you need outdoor coverage as well I would suggest the 1520 solution.
