Is it possible to allow split tunnelling for certain remote access VPN users to only 1 website? In other words, the users can access 1 public website while connected via the remote access VPN.

Thanks for your response. Would this be accomplished through the split tunnel ACL? Or by some other means?

Yes - I would try a split tunnel ACL, something like:-
access-list test standard deny host x.x.x.x
access-list test standard permit 0.0.0.0 0.0.0.0
