Does anyone understand this standard?

I tried to read it on the web but I dont understand clearly.. does this means I can cofigure two encapsulation methods (e.g aal5snap and aal5nlpid) on the same sub interface and on two different subinterfaces each with it's encapsulation method?

No.

Each subinterface/PVC must use a single encapsulation method, be that snap, nlipd (that is never used in practice), or vcmux (the most efficient).
