Is anyone aware of any application out there that is economical which allows us to page through our Cisco IP Phones? I've looked at ipcellerate but the costs are just too high.

I don't know if this is an option for your scenario, but CME supports paging.

Have you checked out Berbee Informacast? I am not sure on their pricing anymore, but I have been very happy with it.
